Jakarta, ThedailyID — PT Jaminan Kredit Indonesia (Persero), or Jamkrindo, and the Government Procurement Policy Agency (LKPP) have signed a Memorandum of Understanding (MoU) to strengthen Indonesia’s government procurement ecosystem through guarantee services.
The agreement was signed by Jamkrindo President Director Abdul Bari and LKPP Head Sarah Sadiqa at the LKPP building in Jakarta on Tuesday, September 8, 2026. The signing was witnessed by House of Representatives Commission XI Chairman Mukhamad Misbakhun.
The partnership aims to expand access to guarantee services for businesses involved in government procurement, particularly micro, small and medium enterprises (UMKM) and cooperatives.
The MoU covers three main areas. First, the two institutions will use Jamkrindo’s host-to-host interconnection services to support electronic government procurement through LKPP-managed applications.
Second, the partnership will facilitate the use of guarantee services. Third, Jamkrindo and LKPP will conduct joint socialization and information campaigns through publications, seminars, training sessions and workshops.
“This cooperation brings together two major mandates. LKPP builds an effective, efficient, transparent and accountable procurement ecosystem, while Jamkrindo provides guarantees to improve financial access and business capacity,” Abdul Bari said on Tuesday, September 8, 2026.
He said the combination of the two mandates could create a multiplier effect for the national economy.
Guarantees can also serve as an instrument of trust in government procurement. The government needs assurance that suppliers can fulfill their contractual obligations, while businesses need instruments to meet procurement requirements and manage risks.
Jamkrindo offers suretyship products for government procurement. The service provides assurance over contractual obligations while helping businesses participate in government projects.
The partnership will later move into more concrete implementation through a cooperation agreement. Both institutions will also conduct regular monitoring and evaluation to assess the program and improve future initiatives.
LKPP Head Sarah Sadiqa said government procurement has significant economic potential, with its annual value averaging around Rp1,200 trillion.
She emphasized that every rupiah spent by the government must be managed accountably, transparently and efficiently. The scale of procurement also requires a more credible, inclusive and efficient ecosystem.
The partnership with Jamkrindo is expected to support the digital transformation of government procurement. Through the MoU and host-to-host system integration, guarantee services could become easier, faster and more transparent.
The collaboration is also expected to create broader opportunities for UMKM to enter government supply chains and compete more effectively.
“This MoU is a concrete step to strengthen trust, provide certainty and improve the quality of government procurement governance. More importantly, this collaboration must open the widest possible space for UMKM participation,” Sarah said.
Mukhamad Misbakhun also welcomed the partnership. He said the collaboration could provide broader benefits for businesses, particularly UMKM, while supporting national economic growth.
“The collaboration between LKPP and Jamkrindo is one concrete effort to strengthen national economic resilience and encourage UMKM to grow from small businesses into larger business players,” Misbakhun said.
