Jakarta, ThedailyID — Israeli Prime Minister Benjamin Netanyahu has rejected a 15-point Gaza peace proposal backed by U.S. President Donald Trump, insisting that Israeli forces will not withdraw until Hamas fully disarms.
“Israel rejects the 15-point document,” Netanyahu said during a cabinet meeting.
The proposal emerged in late July after Trump announced what he described as a diplomatic breakthrough. According to the plan, Hamas and other armed groups in Gaza agreed to gradually surrender their weapons to a new Palestinian governing body. In return, Israel would withdraw its military forces as the disarmament process progressed.
However, Netanyahu, who faces growing political pressure ahead of Israel’s upcoming elections, rejected the proposal after it faced criticism inside Israel.
The roadmap was drafted by the Board of Peace (BoP) on July 30 as a framework to end the conflict and transfer governance in Gaza to the National Committee for the Administration of Gaza (NCAG).
The proposal includes the following 15 points:
- Commit to Trump’s peace plan and UN Security Council Resolution 2803 (2025) as the framework for implementing peace in Gaza.
- Israel must end its remaining military operations, while Hamas and other armed groups must also cease all military activities under the Sharm el-Sheikh Protocol.
- Each phase can only begin after the previous phase has been fully completed and verified.
- Hamas transfers all civil and security authority in Gaza to the NCAG.
- The NCAG maintains government institutions and public services after taking control.
- Gaza will operate under “One Authority, One Law, One Weapon,” with the NCAG governing under Palestinian law and international standards.
- Newly trained police officers will join Gaza’s existing police force.
- Heavy weapons, military production sites, weapons depots, and tunnels will be dismantled and secured after previous commitments are fulfilled and international forces arrive.
- Civilian-owned firearms will be regulated under Palestinian law.
- Militia weapons will be deactivated and stored under NCAG authority according to an agreed timetable.
- Palestinian factions will sign a Social Peace Agreement ending internal violence, revenge attacks, armed demonstrations, and military parades.
- An International Stabilization Force (ISF) will temporarily deploy to separate Israeli troops from NCAG-controlled territory without performing policing duties.
- Israel will withdraw from Gaza in stages under an agreed timeline while committing not to forcibly displace Gaza’s population.
- The NCAG will assume responsibility for internal security across Gaza.
- Gaza’s reconstruction will be supervised by the Board of Peace and the NCAG, with international funding and oversight.
Despite reports that Hamas accepted the phased framework, Netanyahu reiterated that Israel would continue military operations until Hamas completely disarms.
Israel’s rejection leaves the future of the U.S.-backed proposal uncertain, as diplomatic efforts to end the Gaza conflict continue.
