Jakarta, ThedailyID — The Directorate General of Corrections (Ditjen PAS) has acknowledged that Lapas Class IIA Cibinong has 16 buildings designated as official residences.
However, only three of those buildings appear in the state asset management system. The remaining 13 buildings have no record in the system.
Dirjen PAS Mashudi disclosed the figures during a meeting with Commission XIII of the Indonesian House of Representatives in Jakarta on Monday, September 28.
The 13 unregistered buildings stand along the Ciliwung River. Mashudi said officials are still reviewing their administrative records, asset status, and use.
“The follow-up will depend on the results of the examination and the applicable regulations,” Mashudi said.
The issue emerged after the Ombudsman conducted a surprise inspection at Lapas Cibinong on September 23. The agency found several buildings with facilities that it described as resembling apartment-style housing.
The buildings included living rooms, bedrooms, kitchens, televisions, refrigerators, and household equipment. Ombudsman officials also reported finding alcoholic drinks in one of the facilities.
Mashudi also addressed the alcoholic drinks found during the inspection. He said the beer and whisky belonged to Adi Nugroho Nur, the head of security and order at Lapas Cibinong.
He said other items in the building also belonged to Adi. These included a television, sofa, refrigerator, spring bed, and other household furniture.
“Based on the preliminary examination, the television, household furniture, sofa, spring bed, and refrigerator containing three bottles of whisky and one bottle of beer belonged to the head of security and order,” Mashudi said.
Ombudsman officials also spotted a framed photograph belonging to Jimmy Masrin, a convicted prisoner at Lapas Cibinong. Mashudi said officials had previously confiscated the item during a security raid.
Mashudi said the inspected area forms part of the prison’s Sarana Asimilasi dan Edukasi (SAE). He explained that some buildings serve as operational offices and staff accommodation.
One building that looked like a container-style lodging facility, he said, houses operations for cattle-fattening activities. The government built the facility using the 2026 state budget.
He added that another guesthouse serves as a staff rest facility. The government built that building using the 2017 state budget.
Mashudi also addressed an area that Ombudsman officials suspected served as a golf simulator. He said the facility was actually being prepared as a locker room.
Meanwhile, he said the area that appeared to serve as a parking lot provides an alternative when the main parking area becomes full.
The Ombudsman previously found more than 10 rooms across the Lapas Cibinong complex. Officials said the area stood separately from the main prisoner housing blocks.
The Ombudsman also raised concerns about possible illegal fees at the prison. The West Java corrections office said it was investigating an allegation that prisoners paid Rp150,000 per week.
Kemenimipas has also launched an investigation into the facilities. Minister Agus Andrianto said the ministry wants to determine whether officials use the buildings as intended or for other purposes.
Kemenimipas has suspended five Lapas Cibinong officials while it investigates the Ombudsman’s findings. The officials include the prison warden, head of security, head of security and order, head of prisoner development, and head of general affairs.
